Sub: Reviewing incentive being given presently to 'Early Birds' for industrial plot allotments in various industrial areas of RIICO.  

IDC vide item 6 in the meeting held on 16.02.2005 has reviewed incentive being given presently to 'early birds' for industrial plot allotments in various industrial areas of RIICO and decided as under:

a.       All early bird incentives to allottees of plots allotted after 31.3.2005 in the prescribed industrial areas will be allowed only by way of reimbursement, after construction of pucca structures within two years from the date of allotment covering minimum of 20% allotted plot area, where roof has been laid. However, early bird incentive upto 31.3.2005 will continue to be given up-front except in EPIP Neemrana.

b.      Cash incentive to allottees of industrial plots allotted after 28.2.2005 in Agro food park and Udyog Vihar phase-II Sriganganagar, will be discontinued.

c.       Early bird incentive @ 20% of the rate of development charges in industrial area IID Centre, Falna Pali, Growth Centre (extension), Dholpur and Growth Centre, Bhilwara will be continued to allow up-front to allottees of industrial plots allotted upto 31.3.2005. After 31.3.2005, rate of early bird incentive will be reduced to 15% in the cases of Falna (Pali) and Dholpur and 10% in the case of Bhilwara for the allotments made upto 30.6.2005. However the existing condition for allowing early bird incentive till allotment of first 20% saleable industrial land would remain unchanged.

Reduced early bird incentives after 30.6.2005 would be extended only in those of the above areas where less than 10% of the saleable industrial land is allotted.

d.      Existing scheme for allotting industrial plots at Growth Centre, Jhalawar at reduced rate @ Rs.165/- per sqm. will be continued upto 31.3.2005 or till allotment of 50.13 acres of land, whichever is earlier. Thereafter, till initial allotment of 50.13 acres land or upto 30.6.2005, whichever is earlier, industrial plots will be allotted @ Rs.200/- per sqm. with the stipulation that early bird incentive @Rs. 20/- per sqm. would be allowed by way of reimbursement to allottees, after construction of pucca structures within two years from the date of allotment covering minimum of 20% allotted plot area, where roof has been laid. After 30.6.2005 or allotment of 50.13 acres land whichever is earlier, no early bird incentive will be given and plots shall be allotted @ Rs.200/- per sqm.

e.       Existing scheme for allotting industrial plots at Growth Centre, Abu Road @ Rs.150/- per sqm. will be continued upto 31.3.2005 or till allotment of first 20% saleable industrial land, whichever is earlier.

After 31.3.2005 but upto 30.6.2005 or till allotment of 20% industrial land, whichever is earlier, industrial plots at Growth Centre Abu Road will be allotted @ Rs.200/- per sqm. with the stipulation that early bird incentive @ Rs. 25/- per sqm. would be allowed by way of reimbursement to allottees, after construction of pucca structures within two years from the date of allotment covering minimum of 20% allotted plot area, where roof has been laid.

After 30.6.2005, this early bird incentive @ Rs.25/- per sqm. would be extended only if less than 10% of the saleable industrial land is allotted.

f.        Existing scheme for allotting industrial land at industrial area Sheoganj (Extension) at reduced rate @ Rs.135/- per sqm. will be continued upto 31.3.2005 or till allotment of first 30% saleable industrial land, whichever is earlier.

After 31.3.2005 and upto 30.6.2005 or till allotment of 17.33 acres land (50 plots), whichever is earlier, industrial plots at industrial area Sheoganj (Extension) will be allotted @ Rs.170/- per sqm. with the stipulation that early bird incentive @ Rs. 20/- per sqm. would be allowed by way of reimbursement to allottees, after construction of pucca structures within two years from the date of allotment covering minimum of 20% allotted plot area, where roof has been laid.

After 30.6.2005, this early bird incentives @ Rs.20/- per sqm. would be extended to the allottees in the area if less than 10% of the saleable industrial land is allotted upto 30.6.2005.

g.       In EPIP Neemrana, the existing scheme for giving early bird incentives @ 7.5% of prescribed development charges by way of reimbursement after construction of pucca structures would be extended upto 31.3.2005 or till allotment of 20% industrial land.

After 31.3.2005, the rate of early bird incentive would be @ 5% for allotments of plots allotted upto 30.6.2005 or till allotment of first 20% land whichever is earlier.

After 30.6.2005, the scheme of reduced incentive would be extended if less than 10% of industrial land is allotted.

h.       The scheme for allowing cash incentives to plot allottees in SEZ-II Sitapura @ Rs.300/- per sqm. if construction is done within two years and cash incentive @ Rs.200/- per sqm. if construction is done within three on the plot from the date of plot allotment, will be discontinued with immediate effect.

i.         The above-proposed changes would be made known publically, particularly in the concerned industrial areas/ growth centre.

The Committee has also authorised CMD to approve in future, the proposals for fixing, revising the rates, time limit and modus operandi for allowing the early bird incentive and discontinuation thereof provided the maximum early bird incentive is not more than 20% of the development charges and early bird incentive be permitted for not more than the first 20% of total saleable land.
